1.) Monitoring & Evaluation and Learning Manager

Overall Responsibilities
The MEL Manager will be responsible for overseeing the project’s monitoring, evaluation, and learning system to ensure progress is tracked effectively. The role supports data availability and usage for adaptive program management and adheres to Global Fund reporting guidelines.
The individual will create and implement a sound MEL plan aligned with key performance indicators, manage data collection (including field validation visits), monitor data quality, support adaptive learning, and oversee the use of data systems. They will also document and report project progress against targets.

Specific Accountability

  • Design and run the MEL framework, including defining indicators, setting targets, progress monitoring, data reporting, and coordinating with finance on result-related expenditures.
  • Provide MEL technical support to develop goals, strategies, and tools and offer performance data for strategic decisions.
  • Lead the development and maintenance of the data system and ensure compatibility with national health information platforms.
  • Deliver regular performance reports to the Project Director, Global Fund, and other team leads.
  • Support the team in identifying and documenting project processes and results for lessons learned.
  • Follow MSH’s procurement and project management guidelines.
  • Carry out additional MEL responsibilities as needed.

Requirements

  • Advanced Degree (Master’s level) in a relevant field with 7+ years of proven experience in MEL or pharmaceutical supply chain initiatives for complex programs in developing countries.
  • Strong skills in M&E techniques and data tools, including KPIs and logistics data systems.
  • In-depth knowledge of pharmaceutical supply chain functions, quality systems, and data platforms.
  • Familiarity with stakeholder engagement, including government partners.
  • Competent in data visualization and transforming insights into action.
  • Understanding of data science, including AI/ML applications in supply chains.
  • Prior experience managing MEL systems and performance frameworks.

2.) Project Director

Overall Responsibilities
The Project Director provides leadership and technical oversight of a pharmaceutical supply chain program. This individual drives the program’s execution, aligning it with Global Fund targets and MSH operational standards.
The Director leads a multidisciplinary team to deliver results and ensure compliance with donor contracts, technical objectives, and stakeholder expectations.
This role also includes national-level engagement to support sustainable pharmaceutical systems and regulations that guarantee safe and high-quality health products.

Specific Responsibilities

Project Results:

  • Manage and supervise the implementation of activities, ensuring technical and strategic direction.
  • Serve as the lead contact between MSH and the donor, ensuring results and deliverables meet agreed standards.
  • Ensure accountability in financial, technical, and operational execution.

Technical Strategy and Vision:

  • Lead the development and execution of technical approaches, project plans, results tracking, and performance monitoring.
  • Guarantee documentation and sharing of key project outputs.

Project and People Management:

Requirements

3.) Warehousing and Distribution Lead

Required Minimum Education / Experience

  • Must be a licensed pharmacist with a postgraduate degree in Business Administration.
  • Minimum of 7 years in warehouse and distribution management for health programs.
  • At least 5 years of experience in warehouse leadership roles.
  • Certified in logistics of health commodities.
  • Sound understanding of audit standards and record-keeping.
  • Familiarity with MS Office, WMS, or inventory management software.
  • Experience with donor-funded medical supply logistics.
  • Strong communication, multitasking, and time management skills.
  • Fluent in English and capable of managing a national-level operation.

4.) Director, Finance & Administration (Band: K)

The Director of Finance and Administration (DFA) supports the Project Director and collaborates with project leaders to oversee finance, operations, subcontracts, and compliance.
The DFA ensures resource management aligns with donor regulations, MSH procedures, and project needs.
The role coordinates with local partners, the Global Fund, and MSH headquarters to ensure financial performance, procurement, logistics, and records meet set standards.

Specific Accountability

Financial Management:

  • Lead development of yearly budgets and activity budgets and monitor spending.
  • Track financial performance, pipeline, and cost effectiveness.
  • Support and oversee subcontractor management and compliance.
  • Review and approve procurement and financial transactions.
  • Train project staff on Global Fund and MSH finance rules.
  • Monitor budgets and expenditures in line with agreement terms.

Subcontract Management:

  • Supervise all subcontract activities and ensure documentation.
  • Manage proposal development, evaluations, and agreements.
  • Monitor compliance and process approvals for payments and reporting.

Administration:

  • Work with leadership to ensure administrative processes follow MSH and donor rules.
