Job Title: Regional Monitoring & Evaluation Officer
Location: Enugu

Objectives
The Research, Monitoring, and Evaluation (RME) Officer will collaborate closely with the regional team and report directly to the M&E Manager located in the Abuja support office. The role focuses on maintaining efficient service data management within the region. This includes supporting field teams in using Management Information Systems (MIS) for data entry, documentation, analysis, and reporting that guides service delivery.
Key Responsibilities
Data Administration and MIS Support:
- Help compile monthly regional service statistics across all delivery points.
- Train and continue supporting regional staff in effectively using MIS platforms like ORION (a DHIS online tool), CLIC (client database), and other digital tools as needed.
- Guide regional teams on embedding and using performance tracking and data validation tools.
- Monitor usage of data collection/reporting tools and ensure all service providers have current and valid source documents.
Data Quality Checks and Documentation:
- Support monthly data entry and monitor/report quality issues; escalate where necessary and ensure accurate and timely reporting.
- Conduct monthly data quality assessments both at the support office and facilities (requiring about 5 days of travel per month). Audit includes identifying unusual data and comparing database entries to source documents.
- Ensure all documentation is properly archived as per standard policies; also, train staff to maintain accurate documentation in both support and field offices.
- Coordinate with the MIS Lead to ensure regional staff access and resolve MIS-related issues quickly.
Data Review and Reporting:
- Review service delivery data to identify patterns or irregularities and escalate system-related concerns.
- Analyze monthly service outputs and create regional fact sheets showing performance against set goals.
- Collaborate with the RME team to develop reports, compile success stories, and share learnings both internally and externally.
Project M&E:
- Ensure state-level teams and facilities follow project-related SOPs and M&E guidelines.
- Help regional staff track specific project indicators and report on them regularly. Provide updates to improve programs and identify any underperforming indicators.
Support for Research Activities:
Under the guidance of the Research Manager, assist with scheduled research assignments such as annual reviews and special studies (baseline surveys, mid-term assessments, etc.) including:
- Drafting data tools
- Data gathering, processing, and entry
- Overseeing training and field data collection
- Monitoring pilot studies and other research as needed
Required Qualification, Experience & Skills
- A degree in Statistics, Social Sciences, Public Health, MIS, or related field
- Experience delivering technical training on data to non-data professionals is an advantage
- Minimum 1 year experience in a similar role; reporting skills preferred
- Familiarity with Nigeria’s public and private healthcare landscape, especially rural areas, is an added benefit
- Experience with DFID-funded programs is a plus
- Skilled in managing, processing, and analyzing both qualitative and quantitative data sets
- Strong skills in MS Excel, PowerPoint, and Word are essential
- Familiarity with DHIS2 and other MIS platforms is preferred
- Excellent command of both English and Hausa (spoken and written)
- Good analysis and reporting abilities, with attention to detail
- Able to manage different data sources and multiple indicators
- Strong writing and presentation capabilities
- Willingness to travel for on-site data checks and training sessions
- Excellent organizational and time management skills to meet deadlines
- A team player who can also work independently when required
- Adaptable and open to working in fast-paced, diverse environments
- Strong interpersonal skills with a track record of building good working relationships within and across teams
